In this file you should see another ww2art.sga (this is original art work) copy that to somewhere safe. So the only file you need is ww2art.sga if you go into your install directory look for steam/steamapps/common/companyofheroesrelaunch/ww2/archives. If you have the steam version all you have to do is download the SGA, forget the dlc ones. To anyone having trouble installing it the skins pack works fine.
